Despite a number of concerns over the proposed Teachers Re-Classification Bill, the senate today passed the measure in its final reading, with amendments. The House also acted on the legislation today, passing it in its second reading, and amendments will also be included before the House brings the bill up for its third reading
The concerns expressed by senators involved the source of funding and teacher qualifications.
The bill identifies unobligated and unspent funds from DOE’s fiscal year 2008 as the source of funding. Some of the arguments raised were that the DOE fiscal year funding is already accounted for in the approved budget. Lawmakers asked how the salary hikes will be funded in subsequent years, let alone this fiscal year if the fiscal year ends up with no unspent DOE funds from its budget.
DOE Director Dr. Claire Poumele assured both houses that there will be available funds at the end of the fiscal year, due to vacant positions which have been unfilled. Budget Director Magalei Logovii also gave assurances that the salary increases for teachers can be funded with DOE’s 2008 budget.
