As concerns continue to be raised regarding the status of LBJ’s off-island medical referral program, LBJ chief executive officer Patricia Tindall responded to inquiries noting that the off-island referral program is still open. However, based on current funding, she said LBJ can only send patients of Level 1 cases, which are urgent and life threatening.
With $3 million allocated by the Fono towards the referral program, there have been questions raised in both the local house of representatives and in the Governor’s Office as to why the off-island medical referral program has been suspended, and some are even questioning its selection process.
In response, Tindall explained that LBJ’s finance department has been monitoring the expenses very closely and that the physicians have been diligent in their referrals. According to Tindall, the referral committee meets every week to discuss the cases and a closed vote is held to determine whether or not the referral is approved. In order for the case to be brought to the committee’s attention, it must be recommended by physicians along with their chief of service on the basis that it meets the Level 1 criteria of being urgent and life threatening. If the committee approves the referral, the administration and project coordinators find an appropriate accepting physician and hospital, and they also take care of the visa and travel documents, and funding for the services.
TIndall also stressed the importance of follow-up appointments. She said patients who are referred for off-island treatment are required to return to LBJ for a follow-up appointment 10 days after returning to American Samoa. This is an important step so that doctors may update the patient’s medical records. If a patient fails to meet this requirement, he or she will no longer be eligible for the off-island medical referral program if further treatment is still needed.
