Measure Introduced to Give US Citizens in All Territories Right to Vote in Presidential Race

The votes of U.S. citizens residing in U.S. territories will be counted in future U.S. presidential elections if a federal measure sponsored by U.S. Senator Bill Nelson is enacted into law.  The measure provides that the Constitution of the United States be amended to abolish the electoral college votes which at current determine the winning ticket of the presidential race.  It was introduced on June 6 and assigned to the Senate Committee on Judiciary.

The measure comes into proposal following the presidential election in 2000, when Al Gore actually dominated the nationwide popular votes with a lead of nearly 544,000 votes over George W. Bush; however, Bush was announced the President of the United States because he had won the most electoral college votes.

Earlier this year, Congressman Faleomavaega Eni proposed that the Fono pass a law to allow American Samoa residents who are U.S. citizens to vote in the U.S. Presidential election, as local laws currently state that an elector is only allowed to vote in one jurisdiction.  This means even if Nelson’s bill is enacted into law, American Samoa’s U.S. residents will not be able to cast their votes in the presidential election or an election in the state for which they claim residency, if they vote in American Samoa.

With the current laws in place, American Samoa can only participate in the U.S. presidential race through the primary party nomination process organized by the local Democratic and Republican elections.
