The Governor’s Economic Advisory Council has submitted its first report to Governor Togiola Tulafono for his review on the Council’s recommendations for economic development projects designed to stimulate the economy. The 29 page report, as written in the report’s cover letter, “reflects the expressed thoughts, experiences and recommendations of the private and public sectors as represented by the Council member.” The projects suggested in the report are believed by the Council to be achievable in the short run, and promising for long term results.
According to Council co-chairs Dr. Oreta Togafau and David Robinson, in the past decade our government has received many plans and studies that address the need for economic development, but these reports were lacking in some areas. Thus, "The EAC has taken the initiative to review these existing plans and studies and prioritizing the goals and policies that exist in these documents to form long term strategy."
The Council was established last year by the governor and it consists of five working groups: Agriculture and Fisheries Development; light manufacturing, industry and ship repairs; privatization and policy reform; education, technology and workforce development; and environment, energy, recycling and tourism. The Council’s report addresses all these areas with suggested action for development and improvement.
For the development of agriculture and fisheries, emphasis was placed on the need to form an animal feed operation and to secure funding sources for larger alia boats. The report also suggests to increase the capability to market and sell fish on the local scene and in off shore markets. For light manufacturing, industry and ship repairs, the report highlights the need to develop a shell building for manufacturing incubator and to identify joint manufacturing ventures. In addressing the workforce, education and technology, the Council suggests to reestablish the American Samoa Board of Education and to establish a unified institute of trades and technology with its own governing board to oversee such institution. Among the recommendations for environment, tourism, recycling and energy, EAC suggests that we develop village based environmental management programs; improve cooperation between the private sector and the government; develop a regional recycling center, and work towards using ‘green technologies.’
