South Pacific Express has received approval from the U.S. Department of Transportation to operate passenger and cargo flights between American Samoa and Samoa. The U.S. DOT has granted SPEX a two year permit for inter-Samoa flights, and after the allotted time period SPEX may then reapply for another two year extension.
Director of DOT’s Office of International Aviation, Paul Gretch, announced the decision through a letter stating that SPEX’s application is in accordance with the Multilateral Agreement on the Liberalization of International Air Transportation under which both the U.S. and American Samoa are parties. Furthermore, Gretch wrote that it “is consistent with the public interest; the applicant has demonstrated, based on the record, that it is financially and operationally qualified to perform the services authorized and it is substantially owned and effectively controlled by citizens of its claimed homeland." Gretch noted that SPEX’s request was also favored by the Federal Aviation Administration.
SPEX’s application will be reviewed by the President of the United States and if it is approved then SPEX may officially begin operation on the 61st day from when the application was received by the White House.
Malama previously learned that SPEX is hoping to begin flight operation in time for the 10th Festival of Pacific Arts so they may help accommodate the heavy traffic of visitors expected in July
