As chairman of the Pacific Basin Development Council, Governor Togiola Tulafono was recently in Kauai, Hawaii to attend the council’s annual meeting which was held on June 25th and 26th.  Also in attendance of the meeting were First Lady Maryann Tulafono, Department of Commerce Deputy Director Lelei Peau, and Acting Director of the Department of Homeland Security Tuala Mike Sala.

The PBDC was established by the governors of American Samoa, Guam, Hawai`i and CNMI in 1980 to address emerging regional economic and social development issues of the Pacific Islands.  According to an online source, “It is the only regional body in the U.S. Pacific that addresses a wide range of issues, including developing economic opportunities for Pacific Island residents, creating balanced and sustainable development, and promoting community capital to build on the strengths and values of the people of the American Pacific.”

ASG’s weekly newsletter states that this year the two-day meeting kicked off with a technical seminar on emerging hazards under sponsorship of both PBDC and the Naval Post-graduate School.  The annual meeting took place the next day and “covered a range of issues from operations to the identification of regional challenges. A key outcome of the meeting was the initiation of collaborative dialogue through which the PBDC Board of Directors, NPS subject matter experts, PBDC core staff, and invited federal and local representatives identified U.S. Pacific issues that directly affect national policy.”

The newsletter also states that “Another highlighted outcome was the discussion of communication strategies by which the member Governors can garner federal policy support regarding emerging issues that have now positioned the US Pacific as the ‘front gate’ concerning US national security policies.”
